letter No.A-34012/09/2016-DE dated 05.09.2016 has published the notification
for its Limited Departmental Competitive Exam for promotion to the cadre of
Inspector Posts (66.6%) Departmental quota for the year 2015-16. The remaining
33.4% is being filled through Direct Recruitment via SSC CGL Exam. Hence this is

Crucial date for Age and Service eligibility conditions:-
As per the Recruitment Rules, 2013, the
crucial date for minimum qualifying service is 1st January of the year to which
vacancies pertain to and as per note 4 below Column ll of RRs, age limit for
appearing in Limited Departmental Competitive Examination is ‘not exceeding 40
years’. Relaxation by 5 years is given for Scheduled Castes or Scheduled Tribe
officials.
Further as per Rule 279/ 3(a). of Postal
Manual, Volume IV, Part-II, a candidate must fulfill the conditions of minimum
service and age limit as on 1st July preceding the date fixed for the
examination. In view of this, the crucial date for this Examination has been
fixed as 01st July, 2015 for age and service eligibility conditions.

Friends..Good News. From this year onwards
Postal/Sorting Assistant Exam (PA/SA Exam) will be part of Staff Selection
Commission Combined Higher Secondary Level Exam. Department of Post has decided
to conduct the exam through SSC and Gazette Notification in this regard was
issued on 21 May 2015. Till now, for the last 02 years exam was conducted
through a private company called CMC Limited and there were lot of complaints
regarding the conduct of examination. Malpractices were detected at many
Circles and Re-Exams are now being held in those Circles. In view of candidates
it’s a welcome move because now onwards you have to prepare for one less exam
every year. SSC CHSL + Postal Assistant Exam Preparation now onwards at one go.
Notification for SSC CHSL 2015 is expected
today (12 June 2015) or tomorrow (13 June 2015). It is expected that Postal
Assistant Exam 2015 will also be part of this year's notification. Let's wait
and See. More details in this regard will be posted soon.

Clarification on Maharashtra Circle - Result of PA/SA Exam 2014

Friends.. As you know Maharashtra Postal
Circle has published the result of its PA/SA Exam 2014 on 8 January 2015 in its
official website (http://www.maharashtrapost.gov.in/). But to the surprise of
all, the result disappeared from the website the very next day putting the
candidates in utter dismay. But now the authorities have come out with
clarification on the reason for withdrawing the result from the website. The
note uploaded in the official website read as follows:
"The Postal
Directorate, New Delhi vide letter dated 9th January 2015 and 14th January 2015
have informed that the Result of PA/SA Direct Recruitment Examination 2013-14
of Maharashtra Circle submitted by the Outsourced Agency was having some
discrepancies because of malfunctioning of computer at tabulation stage of
Paper-II. The entire result of Maharashtra Circle is being revaluated/recast by
the Outsourced Agency. Hence, the result has been withdrawn from the website
for time being and held in abeyance."

relaunched the erstwhile popular small savings instrument Kisan Vikas Patra
(KVP) to encourage people to save more and keep them off fraudulent schemes.
Here are the things you should know about the scheme.
* Kisan Vikas Patra savings scheme was
originally launched in 1988. The maturity period of the scheme when launched
was five and half years and the money invested doubled on maturity. KVP was a
popular saving scheme that doubled the money invested in eight years and seven
months.
* However, KVP was discontinued by the UPA
government in 2011 following the Shyamala Gopinath Committee report. It had
suggested that KVPs may be discontinued as they are prone to misuse.
* In the newly launched scheme amount
invested in Kisan Vikas Patra would get doubled in 100 months or eight years
and four months. This means KVPs would be giving a return of 8.7 per cent
annually. This is in line with 8.70 per cent per annum interest rate offered by
another popular savings instrument public provident fund (PPF).
* However, investors would not get any tax
benefit for their investment in Kisan Vikas Patra unlike in PPF.
* The Kisan Vikas Patra certificates would
be available in the denominations of Rs 1,000, 5,000, 10,000 and 50,000 and there
is no upper limit on investment in KVPs.
* Kisan Vikas Patra certificates can be
encashed after a lock-in period of 30 months or 2 years and 6 months.
Thereafter, investors can withdraw in any block of six months.
* Kisan Vikas Patra certificates can be
issued in single or joint names and can be transferred from one person to any
other person/persons, multiple times.
* The facility of transfer from one post
office to another anywhere in India and of nomination will be available.
* Kisan Vikas Patra certificates can also
be pledged as security to avail loans from the banks.
* Initially, the Kisan Vikas Patra
certificates will be sold through post offices, but later on they will be made
available to the through designated branches of nationalised banks.
* Kisan Vikas Patra was very popular among
the investors and the percentage share of gross collections secured in KVP was
in the range of 9 per cent to 29 per cent against the total collections
received under all National Savings Schemes in the country. Gross collections
under Kisan Vikas Patra in 2010-11 were Rs. 21631.16 crore which was 9 per cent
of the total gross collections during the year. Kisan Vikas Patra scheme was
withdrawn in 2011.

Concept of Post Bank of India still wide open; RBI in favour
Here is an article appeared in
Firstpost titled Why RBI’s decision on a Post Bank of India is a slap for
Finance Ministry
The RBI’s decision on Wednesday to
“consider” the application of Department of Posts for a banking license
“separately in consultation with the Government of India” is literally a slap
in the face for the finance ministry.
Out of the 25 applicants that were in the
fray for a new license, the RBI granted “in-principle” approval for two - IDFC
and Bandhan Financial Services - while setting aside the application of the
Department of Posts to be decided separately. If the finance ministry had given
permission earlier, the RBI could have issued a license to the Department for
“Post Bank of India” as well.
While prior clearance of their parent
company was necessary for the private players who had applied for a license,
for the postal department, it was the clearance of the government of India, or
more specifically, the finance ministry that was mandatory. Without such a
clearance, the RBI could have rejected the application, which it didn't do. Had
the government given its clearance, most probably the Post Bank too could have
commenced its operations along with the other two licensees.
The Department of Posts has been trying to
get the clearance of the finance ministry for some time now, but for some
strange reason, the finance ministry has been dragging its feet. According to
knowledgeable sources, the RBI was very keen and has even met with the
ministry, but nothing fructified. It was clearly a case of the government
defeating its own proclaimed aim of financial inclusion. There is no other
institution, not even the network of public sector banks, that could help
financial inclusion in a way that the the postal department is capable of.
If the Post Bank of India is
operationalised, all the 1.54 lakh post offices, out of which about 90 per cent
are in rural areas, by default will become a “bank”. These “banks” will be more
accessible to the common people, because they have been right there for decades
in their neighbourhood: there is a post office for every 7176 people in the
country and in rural areas, the coverage is even better - one for every 5682
people. In fact, when the UPA government was struggling to find a way to
transfer the wages for NREGA beneficiaries, it was this network that came to
its rescue. About 2.2 crore people get their NREGA payments through the post
offices.
Financial services are not new to post
offices because for several decades, they have been running the post office
savings scheme. Besides the extremely high penetration of the post offices, in
rural areas, there are about 2.69 lakh agents (Grameen Dak Sevaks) who come
home to help people with banking. Almost all these agents are also people from
the neighbourhood and are familiar with the beneficiaries.
It is a unique banking eco-system that only
Indian Post can claim credit for. It is a model that has evolved over time and
is very hard to replicate because it is driven by the sheer needs of people,
and nourished by trust and relationships.
This is where the finance ministry’s role
is suspect. Why hasn’t it granted the permission to the Department of Posts
when the RBI doesn’t have any objections. Who is it trying to protect? Isn’t it
its commitment to financial inclusion a sham?
Interestingly, Kapil Sibal, the minister
for posts, and even Rahul Gandhi couldn't get a government decision favouring
the Postal Bank. Sibal reportedly was very keen while Rahul Gandhi, as usual,
had his attention diverted.
As the RBI press release notes, financial
inclusion was the stated objective for giving additional banking licenses.
"In the budget speech of the Union
Finance Minister for the year 2010-11, it was announced, inter alia, that there
was a need to extend the geographic coverage of banks and improve access to
banking services and that RBI was considering giving some additional banking
licences to private sector players,” the central bank said.
Why was the most eligible candidate
excluded?
Anyway the RBI has a mind of its own and
has apparently not given into the government’s indifference. It has kept the
option of the Postal Bank open and will follow up with the financial ministry.
How long will the ministry block it? Will the next government take a favourable
decision?
The reasons are certainly more than what
meets the eye.

RBI grants bank licenses to IDFC, Bandhan Financial; Green Signal also for India Post
>> Reserve Bank of India said on Wednesday it
had granted bank licenses to IDFC Ltd and Bandhan
Financial Services that would be valid for 18 months and would
be subject to the two financial firms fully complying with central bank
regulations.
>> The central bank will also consider the application of
India Post, but under a separate process to be carried out in consultation with
the government.
>> The RBI
last year allowed corporate houses to form banks as part of an effort to expand
access to financial services in the country. No new Indian bank has been formed
since Yes Bank in 2004.
>> The
Election Commission on Tuesday allowed the RBI to announce new bank licences
even ahead of general elections set to conclude next month, according to a
notice in the commission's website.
>> The RBI
had sought the commission's approval to issue new bank licences to ensure the
process would not clash with the code of conduct ahead of elections, which
prevents decisions that may be deemed as political from being taken by
government officials or regulators.
>> The
central bank said 25 applicants had been considered, and judged under various
criteria including analysis of their financial statements, track record of
running their business over the past 10 years and potential to run a bank.
>> The RBI
Governor Raghuram Rajan had formed a four-member external panel to scrutinize
applications for new banking licences, headed by a former RBI governor Bimal
Jalan. It started evaluating the applications from November.

Friends..everyone will be eager to know the
at present status of registered applicants for Postal/Sorting Assistant Exam
2014. As per the status available till 22.03.2014 at 05.00Hrs 20,96,746
applications registered. With 05 more days remaining it will not be a surprise
if it touches 25 lakhs or even 30 lakhs. It is a doubt whether any other exam
in India will be having more applicants than this. (Last year about 22 lakhs
registered for SSC CGL 2013..in all probabilities this will broke that record).
This is at a time when everybody says that the relevance of Postal Department

regarding the Job profile of Postal/Sorting Assistant. As this time in PA/SA Exam 2014 Application, one can
apply for all Posts in order of preference it is important to know the
difference between each post before applying( For notification: Click Here). We
hope the following post will help you.
1) PAPO- Postal Assistant in Post Offices: Once you get into the job you will be
posted in Post Offices and had to work in counter. All of you might have
visited Post offices atleast once to send a Speed or Registered article no? The
person who sits in the counter and helps you in booking the article is one such
a Postal Assistant. The benefit of PAPO is that you can regularly come across
many customers and will always be updated with the latest changes happening in
the Post Office environment.
2) PASBCO-
Postal Assistant in Savings Bank Control Organization: As the name suggest
the work will be related to monitoring the Savings Bank related works. Unlike PAPO, PASBCO cannot work in all Post
Offices. The posting will only be in Head Post Offices working in the Circle.
One thing to note is that the present working procedure of PASBCO is going to
change drastically in the coming days. As the Post offices are getting migrated
to Core Banking Platform the nature of working will also change in the days to
come.
3) PACO/RO-
Postal Assistant in Circle/Regional Offices: Circle/Regional Offices are
the administrative wing of Postal Department. PA CO/RO is a separate administrative
cadre and those selected are posted at Circle/Regional Offices situated in main
cities within the circle (max. 2-5 offices). The benefit of PA CO/RO is that as
it is an administrative office, working days will only be 05 (Monday to
Friday). But the working hours is more in a day 9AM to 5.30PM. The nature of
working is also different in this cadre. The nature of work will be mainly File
work and PAs will not be dealing directly with the customers.
4) PARLO:
Postal Assistant in Returned Letter offices. Mail not delivered for want of
address, is re-directed to the sender if that address is there on the article.
Otherwise, it is sent to the Returned Letter Office. In the Returned Letter
Office, efforts are made to locate the correct address of the addressee, and if
located, mail is forwarded to the addressee. When the address of the addressee
cannot be located, efforts are made to locate the address of the sender by
opening the letter. If located, mail is
returned to sender. Mail which cannot be delivered either to the addressee or
to the sender is disposed of, after detention for the prescribed period. So the
working will be related to this.
5) PAMMS:
Postal Assistant in Mail Motor Services. It plays an important role in
intra-city transmission of mail between mail offices and Post Offices.
6) PAFPO:
Postal Assistant in Foreign Post Organization. Deals with the foreign
articles transmitted through Post office network.
7) SARMS:
Sorting Assistant in Railway Mail Service: Work is related to sorting of
mails being sent through the Post Office Network. An article booked through
Post office will reach the RMS. At RMS the SA will sort the mail according to
pincode or address. A SA will not be posted in Post Offices instead they will
be posted in RMS Units available within the circle mainly situated in a Railway
Station or near it. The benefit of SA is that duty will be in shifts and often
had to work in night shifts also. But once you take a night shift the next day you
will be free.

Chidambaram as part of the government's Rs 4,909 crore IT modernisation scheme for
the Department of Posts.

Thiyagaraya Nagar Head Post Office (HPO), Chidambaram said that Rs 4,909 crore
had been allocated for the IT modernisation of Department of Posts in the
interim budget for 2014-15. "The IT modernisation scheme is aimed at

Speaking about the newly launched ATM service at the HPO, Chidambaram said that
while it will initially operate in a closed environment for about six months,
it will later change to 'inter-operability,' on the lines of bank ATMs, allowing
customers to withdraw money from any ATM.

Chidambaram said that while questions were being raised about its future,
especially in the wake of dip in use of letters and postcards, it was adopting
new strategies and was therefore on the growth path.

Still a large number of people believe that Department of Posts is the
best in courier and parcel delivery areas, he added. An official release said
the T Nagar HPO ATM is the first in the country and "four more ATMs are
ready for operations" in Delhi and Mumbai. "It is proposed to install
1,000 ATMs across the country in 2014.
>> Another 1,800 ATMs will be added
in 2015," it said. It added that Rs 700 crore has been earmarked for
implementing Core Banking Solution (CBS) for Post office Savings Bank.
>> As on date, 51 HPOs and 11
Sub-post offices have "migrated" covering 64 lakh accounts. By March
31, 2014, a total of 700 more post offices will be covered and all 26,840 post
offices will be functional under CBS in another two years, it said.
