Tianhe-2 is now the World's Fastest Supercomputer

Tianhe-2 is now the fastest Supercomputer of the world


China's Tianhe-2 supercomputer, also called Milkyway-2, was revealed as the fastest super computer of the world by Ars Technica, the technology magazine  on 17 June 2013. Recently measured at speeds of nearly 31 petaflops surpassing the current record holder US machine called Titan by 74 per cent. And the interesting thing is that it was not even running at its full capacity! According to Ars Technica, the fastest result was achieved using 90 per cent of the machine capacity. The stats come from a five-hour Linpack test using 14,336 nodes and 50 GB of memory of each node.Present record holder Titan is the Cray XK7 system-based at the Oak Ridge National Laboratory in the US.

Tianhe-2 achieved the processing speeds of 33.86 petaflops (1000 trillion calculations) per second on a benchmarking test. Scheduled to be installed at the National Supercomputer Center in Guangzhou before the end of this year, Tianhe-2 is being assembled and tested at China's National University for Defense Technology (NUDT). Once operational, Tianhe-2 "will provide an open platform for research and education and provide high performance computing service for southern China," Dongarra wrote, according to Ars Technica.

Almost all the parts of Tianhe-2 are developed in China, apart from the main processors which are designed by Intel, the US firm. The primary features of Tianhe-2 are also developed in China and these include the Operating System, interconnect, software as well as the front-end processors. The cost of this supercomputer is 100 million US dollar. The peak performance speed of this computer, according to National University of Defence Technology, is 54.9 quadrillion operations per second. It encompasses 16000 nodes, each with three Xeon Phi processors and two Intel Xeon Ivy Bridge processors, which gives it a combined total of 3120000 computing cores.

However, it is important to note that US is still leading in overall supercomputer rankings. 252 systems of US make it to the list of top 500 supercomputers of the world. The overall number of European machines is 112, while that of Asian machines is 119.


The Top 500 list is produced two times in a year. The supercomputers in this list are rated on the basis of their speed of performance in a benchmark test which is conducted by experts from US as well as Germany. Tianhe-2 is the follow-up to Tianhe-1, which was #1 in the world in November 2010 and ranked eighth in the most recent list, with a speed of 2.57 petaflops.

The Union Council of Ministers on 17 June 2013 was expanded with the induction of four new Cabinet Ministers and four Ministers of State. Mallikarjun Kharge was given the charge of Railways Ministry. Earlier he was holding the Labour and Employment Ministry. The induction of the Council of Ministers took place due to the exit of DMK Ministers from the UPA Government followed by the resignation of Pawan Kumar Bansal, Ashwani Kumar, Ajay Maken and Dr. C P Joshi due to various reasons during the last two months.

The newly appointed ministers were administered the oath of office and secrecy by the President of India, Pranab Mukherjee at Rastrapati Bhawan on 17 June 2013.

Note:
In the Article 74 of the Constitution of India it is mentioned that their shall be a Council of Ministers with the Prime Minister as its head to aid and advise the President for exercising his functions.
It is mentioned under Article 75 of the Constitution of India that the President is the person who can appoint, the Prime Minister and the other ministers shall be appointed by the President following the advice the Prime Minister.
In the 91st Amendment of Constitution of India, insertion of Article 75 (1 A) took place and it states that total number of Ministers in the list of council of ministers including
the Prime Minister shall not exceed 15 percent of the total strength of the members of Lok Sabha (House of People).

India Post has started “Logistics Post Air Service in Association with Air India on identified sectors amongst 15 linking airports, Agartala, Delhi, Mumbai, Kolkata, Nagpur, Bangalore, Hyderabad, Chennai, Pune, Ahmedabad, Imphal, Guwahati, Patna, Lucknow & Trivandrum (Thiruvananthapuram). The main features of this service include.

(i)            First Category: Airport. Customer to deposit the consignment at the postal facility available at the airport premises at Logistics Post Air Booking Centre, Palam TMO, New Delhi – 110037 and the delivery will be effected to the customer at the post office facility at the destination airport.

(ii)          Second Category: City to City (on payment of additional charges). On payment of City to City charges, the consignment will be booked at Logistics Post Air Booking Centre, RMS Bhawan, Delhi -  110006 and the delivery will be effected at the Logistics Post Delivery Centres in the Destination city. (Minimum additional charges Rs 50 per consignment @ Rs. 1/- kg).

(iii)         Third Category: Door to Door (on payment of additional charges). Pick up from the premises or delivery at the permises of the consignment (Minimum additional charges Rs. 100 per consignment @ Rs. 2/- per kg).

 Charges shall be as per volumetric weight rates to be followed in accordance with IATA standards (6000 cubic cm = 1 kg for the purpose). There will be four types of rates for Logistics Post Air Service viz.

(i)            Standard rate            -           For consignment upto 49 kgs.
(ii)          Bulk Rate (BA)         -           for 50 kgs to 99 kgs.
(iii)         Bulk Rate (BB)         -           For 100 kgs to 249 kgs.

(iv)         Bulk Rate (BC)         -           For 250 kgs & above

RBI kept key rates unchanged in its mid-quarter review of the monetary policy announced on 17 June 2013


The Reserve Bank of India kept interest rates unchanged on 17.06.13 (Monday) in the mid-quarter review of the monetary policy, after cutting them in each of its previous three policy reviews, warning of upward risks to inflation posed by a falling rupee and increases in food prices.

As expected, the Reserve Bank left its policy repo rate unchanged at 7.25 per cent and kept the cash reserve ratio (CRR), or the share of deposits banks must keep with the central bank, steady at 4 per cent, despite falling inflation in recent months.

“The monetary policy stance has been informed by the evolving growth-inflation dynamics, the balance of risks as well as recent developments in the external sector,” RBI Governor D Subbarao said in the mid-quarter policy review.

Rupee has declined by 5.8 per cent since January 1 and touched a record low of 58.96 to a dollar last week. In its guidance, the RBI, particularly, flagged risks on inflation, saying “it is only a durable receding of inflation that will open up the space for monetary policy to continue to address risks to growth.”

The Highlights of the monetary policy announced by RBI are:

* Key short term lending rate (repo rate) kept unchanged at 7.25 per cent;
* Cash reserve ratio unchanged at 4 pc;
* Rupee fall, external sector risks and elevated food inflation areas of concern;
* Continuing weakness in manufacturing needs to be urgently reversed;
* RBI asks government to create conducive environment for private investment, improve project clearances to promote growth;
* Steps to curb gold imports, easing commodity prices to lower CAD in 2013-14;
* Balance of Payments, inflation and growth rate to determine future monetary stance;
* Need to be vigilant about global uncertainty and its impact on capital flows;
* RBI ready to use all available instruments to deal with any adverse development in external sector and positive rating action should have favourable impact on investor confidence.
