Northeast Frontier Railway invited
application for recruitment to the post of Group-D in Pay Band - 1 of Rs 5200 -
20200 with Grade Pay Rs 1800. The candidates eligible for the post can apply
through prescribed format before 21 October 2013. The Northeast Frontier
Railway is one of the 16 railway zones in India. Headquartered in Maligaon,
Guwahati in the state of Assam it is responsible for rail operations in the
entire Northeast and parts of West Bengal and Bihar.

near Jaipur- Heavy Industries Ministry is planning to set up an ‘Ultra Mega
Green Solar Power Project’ in Rajasthan. It will be developed on 23,000 acres

about 75 km from Jaipur. The total capacity of this project will be 4,000 MW,
making it the largest solar-based power project in the world. The first phase
of the project, which will be 1,000 MW, is likely to be commissioned in three

1) RBI Governor Raghuram Rajan surprised
the industry and shocked the stock markets by hiking the short-term policy
rate(Repo Rate) by 0.25 percent to keep "worrisome" inflation under check
- a move that may increase EMIs for home and auto loans in the medium term.
Other policy rates will be adjusted accordingly.
Present Bank Rates are as follows:

Repo rate: 7.50%

2) The benchmark BSE S&P Sensex slumped
the most in almost three weeks, closing down 383 points after the RBI
unexpectedly hiked the repo rate to check inflation.
3) Tata Steel appointed TV Narendran as its
new Managing Director for India and South East Asia with effect from November
1.
4) Government approved a proposal to hike
dearness allowance to 90 percent from existing 80 percent, a move that would
benefit about 50 lakh Central Government employees and 30 lakh pensioners.

Bank's mid-quarter policy review, country's largest lender SBI said that
lending and deposit rates will go up in view of the festive season demand.

Repo (Repurchase) Rate
Repo rate is the rate at which banks borrow
funds from the RBI to meet the gap between the demand they are facing for money
(loans) and how much they have on hand to lend.
If the RBI wants to make it more expensive
for the banks to borrow money, it increases the repo rate; similarly, if it
wants to make it cheaper for banks to borrow money, it reduces the repo rate.
Reverse Repo Rate
This is the exact opposite of repo rate.
The rate at which RBI borrows money from
the banks (or banks lend money to the RBI) is termed the reverse repo rate. The
RBI uses this tool when it feels there is too much money floating in the
banking system.
If the reverse repo rate is increased, it means
the RBI will borrow money from the bank and offer them a lucrative rate of
interest. As a result, banks would prefer to keep their money with the RBI
(which is absolutely risk free) instead of lending it out (this option comes
with a certain amount of risk)
Consequently, banks would have lesser funds
to lend to their customers. This helps stem the flow of excess money into the
economy
Reverse repo rate signifies the rate at
which the central bank absorbs liquidity from the banks, while repo signifies
the rate at which liquidity is injected.
Bank Rate
This is the rate at which RBI lends money
to other banks (or financial institutions)
The bank rate signals the central bank’s
long-term outlook on interest rates. If the bank rate moves up, long-term interest
rates also tend to move up, and vice-versa.
Banks make a profit by borrowing at a lower
rate and lending the same funds at a higher rate of interest. If the RBI hikes
the bank rate, the interest that a bank pays for borrowing money (banks borrow
money either from each other or from the RBI) increases. It, in turn, hikes its
own lending rates to ensure it continues to make a profit. This is currently 6
per cent.
Call Rate
Call rate is the interest rate paid by the
banks for lending and borrowing for daily fund requirement. Si nce banks need
funds on a daily basis, they lend to and borrow from other banks according to
their daily or short-term requirements on a regular basis.
Cash Reserve Ratio (CRR)
Also called the cash reserve ratio, refers
to a portion of deposits (as cash) which banks have to keep/maintain with the
RBI. This serves two purposes. It ensures that a portion of bank deposits is
totally risk-free and secondly it enables that RBI control liquidity in the
system, and thereby, inflation by tying their hands in lending money
Statutory Liquidity Ratio (SLR)
Besides the CRR, banks are required to
invest a portion of their deposits in government securities as a part of their
statutory liquidity ratio (SLR) requirements. What SLR does is again restrict
the bank’s leverage in pumping more money into the economy.

Central government on 18 September 2013
(Wednesday) unveiled austerity measures, putting a freeze on fresh
appointments, banning holding of its conferences in 5-star hotels and barring
officials from executive class air travel, in a bid to check fiscal deficit
from going out of control.
Battling slow economic growth and not too
robust tax collections yet, the government came out with a slew of measures
that will ensure that Ministries and departments will not buy new vehicles,
create new jobs or fill posts lying vacant for over one year.
The Finance Ministry on Wednesday issued a
circular containing the steps, which will cut non-Plan expenditure by 10 per
cent, a day after Finance Minister P. Chidambaram met Financial Advisors of
various Ministries to impress upon them the need for austerity and to contain
expenditure within the budget target.
The measures aim at restricting the fiscal
deficit to the budgeted figure of 4.8 per cent of the GDP in 2013-14.
The Ministry has directed that the size of
delegations going abroad should be kept at “absolute minimum.”
“Such measures are intended at promoting
fiscal discipline, without restricting the operational efficiency of the
government. In the context of the current fiscal situation, there is a need to
continue to rationalise expenditure and optimise available resources,” the
Ministry said. Mr. Chidambaram had earlier said that he had drawn a red line
and would not allow the fiscal deficit to breach the target of 4.8 per cent of
the GDP in 2013—14. The various austerity measures helped the government to
contain the fiscal deficit at 4.9 per cent of the GDP in the previous financial
year, against the budgeted target of 5.1 per cent.
Referring to jobs in government
departments, it said there will be a total ban on new posts and those that have
remained vacant for more than a year will not be filled except under very rare
and unavoidable circumstances.

Union Cabinet on 20 September 2013 (Friday)
approved a double-digit increase of 10% in dearness allowance from existing 80%
to 90 per cent, benefiting 50 lakh Central government employees and 30 lakh
pensioners, with effect from July 1, 2013.
Significantly, the double-digit increase in
DA has come after a gap of about three years. Since the government uses CPI-IW
(Consumer Price Inflation – Industrial Workers) data for the previous 12 months
to arrive at a figure for computation of any increase in DA instalment, the
percentage hike is based on the retail inflation data for July 2012-June 2013.
The previous DA hike of 10 per cent was in September 2010 when the government
announced an additional instalment given with effect from July 1 that year.
In April this year, the government
announced DA increase from 72 to 80 per cent with effect from January 1, 2013.

Release of
additional installment of dearness allowance to Central Government employees
and dearness relief to Pensioners, due from 1.7.2013
The Union Cabinet today approved the
proposal to release an additional installment of Dearness Allowance (DA) to
Central Government employees and Dearness Relief (DR) to pensioners with effect
from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing
rate of 80 per cent.
Hence, the Central Government employees as
well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the
basic with effect from 01.07.2013. The increase is in accordance with the
accepted formula based on the recommendations of the 6th Central Pay
Commission.
The combined impact on the exchequer on
account of both dearness allowance and dearness relief would be of the order of
Rs. 10879.60 crore per annum and Rs. 7253.10 crore in the financial year
2013-14 ( i.e. for a period of 8 month from July, 2013 to February 2014).

dates for Combined Higher Secondary Exam 2013. Earlier the exam was scheduled
to be held on 10 November 2013 and 24 November 2013. Now, the commission has
pre-poned the dates to 20 October 2013, 27 October 2013, and 10 November
2013. The admit card for the same will be issued in due course of time.
