India Post - Guidelines for rotational transfers of Group-C, Group-B (Gazetted and Non-Gazetted) and Group-A (JTS and STS) officials / officers working in a Circle for the year 2021–22.

 Postal Directorate orders dated 19 May 2021

Keeping in view the current surge of Covid-19 pandemic in the county and considering the well being of the postal employees, following rotational transfer guidelines have been approved by the Competent Authority in respect of rotational transfers of all Group C, Group B (gazetted and non- gazetted), and Group A (JTS and STS) officials / officers working in the Circles: –

  • Cut off date for calculating tenure – 30.09.2021
  • Post tenure of non-sensitive posts – 4 years
  • Post tenure of sensitive posts – 3 years
  • Station tenure – 6 years

Extension of time lines for submission of APARs in respect of Group A, B and C officers of CSS, CSSS and CSCS cadres through SPARROW portal for the year 2020-2021

OFFICE MEMORANDUM

Subject: Extension of time lines for submission of Annual Performance Assessment Report (APAR) in respect of Group-A, B and C officers of CSS/CSSS/CSCS cadre through SPARROW portal for the year 2020- 2021.

The undersigned is directed to invite referrence to the Establishment Division’s, DoPT OM No. 21011/02/2015-Estt.(A-II)-Part.II dated 14th April, 2021, wherein various dates for completion of entire APAR process for the year 2020-21 in respect of Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services have been extended.

2. Accordingly, in the light of situation arising out of Covid-19, it has been decided with the approval of competent authority that the timelines for distribution/online generation, recording and completion of entire APAR process for the year 2020-21, shall be extended, as a one time-time measure, as specified in the Annexure, in respect of all GroupA, B and C officers of CSS/CSSS/CSCS cadres. The relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2020-21 after 31.12.2021.

3. Where the Reporting and the Reviewing authorities fail to record their comments within the time frame, the officer reported upon may be assessed on the basis of the overall record and self assessment for the year, if he/she has submitted his/her self-appraisal within stipulated time.

4. It has further been decided that for the APAR year 2020-21, the extended timelines specified in the Annexure shall also apply to the Reporting and Reviewing authorities, who have demitted office or retired from service on or after 28.02.2021. They shall be allowed to record their remarks till the respective extended cut-off dates.

  • Contentious - causing, involving, or likely to cause disagreement and argument:

Hindu Usage: India must not fight shy of engaging with the Biden administration on contentious issues 


  • shy away from - to avoid something that you dislike, fear, or do not feel confident about 

Eg: I've never shied away from hard work. 

Hindu Usage: Critical and recent comments made by Mr. Biden and Vice-President-elect Kamala Harris over Jammu and Kashmir, the Citizenship (Amendment) Act and actions against NGOs should not make the Modi government shy from engaging with the U.S. on these issues. 


  • Cut out - remove, exclude, or stop eating or doing something. 

Hindu Usage: On COVID-19, Mr. Biden and Mr. Modi have their work cut out, given that the U.S. (over 11 million cases) and India (over 8 million cases) remain the top two worst affected countries, and showing daily increases.
