Dearness Allowance for Central Government Employees at 100% after 10% hike approved by Govt

>> The Union Cabinet today(28 Feb 2014) approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent.

>> Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 100 percent of the basic with effect from 01.01.2014. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

>> The combined impact on the exchequer on account of both dearness allowance and dearness relief would be Rs. 11074.80 crore per annum and Rs. 12920.60 crore in the financial year 2014-15 ( i.e. for a period of 14 months from January 2014 to February 2015).

1) Navy chief Admiral DK Joshi quits after another submarine fire: In an unprecedented step, Navy chief Admiral Devender Kumar Joshi resigned on Wednesday, owning "moral responsibility" for warship and submarine accidents over the last six months, including the latest mishap on board submarine INS Sindhuratna off Mumbai. The incident involving INS Sindhuratna that left two officers feared dead and seven sailors injured on Wednesday proved to be the final trigger for Admiral Joshi's shock resignation. Equally stunning for the armed forces was its quick acceptance.


2) Supreme Court issued non-bailable warrant against Sahara chief Subrata Roy: The Supreme Court on Wednesday issued non-bailable arrest warrants against Sahara owner Subrata Roy over his failure to appear before the country's highest court to explain why two Sahara Group firms had failed to obey the court's order to pay Rs19,000-odd crore to market regulator Sebi.

3) DK Sarraf to become new ONGC head: Prime Minister has cleared appointment of DK Sarraf as chairman and managing director of state-run explorer Oil and Natural (ONGC) by denying an extension to incumbent Sudhir Vasudeva, which was proposed by Oil Minister Veerappa Moily, senior oil ministry officials said.

4) Hyderabad tops list of world's 10 least expensive office market: : Hyderabad has become the world's most affordable office locations due to rupee depreciation and fall in rentals amid political instability over Telangana, according to global realty consultant DTZ. 5) German Chancellor Angela Merkel has been awarded with Israel’s highest civilian honour, the “Medal of Distinction”: German Chancellor Angela Merkel on Tuesday became the first European leader to receive the Presidential Medal of Distinction. All political figures upon whom the medal was previously conferred were Americans, beginning with former US secretary of state Henry Kissinger, then President Barack Obama, and after him former president Bill Clinton. Israeli President Shimon Peres awarded Merkel the honor at a ceremony in Jerusalem.

6) Vodafone to launch M-Pesa in south India by March-April: Vodafone on Wednesday said its mobile commerce initiative called M-Pesa will be launched in south India in March-April. This service allows customers to transfer money to any mobile phone, remit money to any bank account, make utility payments, recharge of mobile, DTH payment and earn interest on deposits.

Country's first Post Office Savings Bank ATM opened in Chennai

>> The country's first Post Office Savings Bank ATM was inaugurated in Chennai on Thursday by Finance Minister P Chidambaram as part of the government's Rs 4,909 crore IT modernisation scheme for the Department of Posts.

>> After launching the ATM service at Thiyagaraya Nagar Head Post Office (HPO), Chidambaram said that Rs 4,909 crore had been allocated for the IT modernisation of Department of Posts in the interim budget for 2014-15. "The IT modernisation scheme is aimed at making Department of Posts a completely technology-oriented one and today's initiative is a step in that regard," he said.

>> The IT modernisation scheme would cover 1.55 lakh Post offices and would be implemented by next year, he added. Speaking about the newly launched ATM service at the HPO, Chidambaram said that while it will initially operate in a closed environment for about six months, it will later change to 'inter-operability,' on the lines of bank ATMs, allowing customers to withdraw money from any ATM.

>> About Department of Posts, Chidambaram said that while questions were being raised about its future, especially in the wake of dip in use of letters and postcards, it was adopting new strategies and was therefore on the growth path.

>>  Still a large number of people believe that Department of Posts is the best in courier and parcel delivery areas, he added. An official release said the T Nagar HPO ATM is the first in the country and "four more ATMs are ready for operations" in Delhi and Mumbai. "It is proposed to install 1,000 ATMs across the country in 2014.

>> Another 1,800 ATMs will be added in 2015," it said. It added that Rs 700 crore has been earmarked for implementing Core Banking Solution (CBS) for Post office Savings Bank.


>> As on date, 51 HPOs and 11 Sub-post offices have "migrated" covering 64 lakh accounts. By March 31, 2014, a total of 700 more post offices will be covered and all 26,840 post offices will be functional under CBS in another two years, it said.

1) Bimal Jalan panel on bank licences submitted recommendations to RBI: A committee headed by former Reserve Bank of India governor Bimal Jalan on new bank licences submitted a compilation of positive and negative aspects of granting licences to all 25 applicants. The ball is now in the court of RBI governor Raghuram Rajan who has to decide on the number of licences and the identity of the licence recipients. The board of the central bank may meet on March 7 and is likely to discuss the issue with finance minister P Chidambaram who was keen on speeding up the process of new licences. The group comprising former RBI deputy governor Usha Thorat, former Securities & Exchange Board of India chairman CB Bhave and former ICICI Bank executive director Nachiket Mor examined details submitted by the various regulatory agencies about these applicants. Kotak Mahindra Bank and Yes Bank were the last two Private Banks to get banking licences from the RBI in 2003—04. India has 27 public sector banks, 22 private sector banks and 56 regional rural banks.

2) ISRO to launch Astrosat in 2015: The Indian Space Research Organisation intends launching Astrosat, an astronomical satellite, in 2015, Chairman K. Radhakrishnan said on Monday. To be launched aboard a PSLV rocket, the satellite would have six pieces of equipment built by the Tata Institute of Fundamental Research and the Indian Institute of Astrophysics, he said addressing the 32nd convocation of Mangalore University on the Mangalagangotri campus.

3) India to put Makkah-Medina high speed railway on track: Two of Islam’s holiest cities, Makkah and Medina will now have an Indian connection. According to government sources, the Indian labour force will be roped in for the Haramain High Speed Railway project — Saudi Arabia’s plan to connect the two cities by high speed trains. The rails for the tracks will also be supplied by Indian companies.

4) Ugandan president signs anti-gay law: Uganda's president has signed a controversial anti-gay bill that allows harsh penalties for "homosexual offences", calling them "mercenaries" and "prostitutes". Yoweri Museveni on Monday signed the bill, which holds that homosexuals be jailed for long terms, outlaws the promotion of homosexuality and requires people to denounce gays.

5) Honda appoints first woman to its board: Honda has appointed a woman to its board for the first time and given a major promotion to a foreigner, in a sign that the automaker wants to change perceptions of a hidebound corporate culture. Technology expert Hideko Kunii, 66, will join the carmaker's board, while Issao Mizoguchi, a Brazilian of Japanese ancestry who has worked with Honda's South American operations for nearly 30 years has been appointed operating officer, Honda said on Monday.

6) Oldest Holocaust survivor died at 110: The oldest known survivor of the Holocaust died on Sunday in London, at the age of 110, reports said. Alice Herz-Sommer, who was originally from Prague, had been in the Nazi concentration camp in Terezin, or Theresienstadt, in what is now the Czech Republic, during World War II, the Press Association news agency reported.
Know about Holocaust?- The Holocaust  was the mass murder or genocide of approximately six million Jews during World War II, a programme of systematic state-sponsored murder by Nazi Germany, led by Adolf Hitler and the Nazi Party, throughout the German Reich and German-occupied territories.

7)  Commemorative Posatage Stamp in Honour of Maulana Hasrat Mohani released: The Vice President of India, Shri M. Hamid Ansari released a commemorative postage stamp in honour of Maulana Hasrat Mohani, a freedom fighter. Addressing on the occasion, he said that Maulana Hasrat Mohani was an eminent poet and freedom fighter and an incomparable person. He was the first person, who raised the issue of ‘complete independence’ in Indian National Congress Meeting in Ahmedabad in 1921. We should always remember his contributions and should try to fulfil his dreams.

8) Indira Paryavaran Bhawan inaugurated by Prime Minister: Manmohan Singh, the Prime Minister of India on 25 February 2014 inaugurated Indira Paryavaran Bhawan on Jorbagh Road, New Delhi. This Bhawan will house the Ministry of Environment and Forest and has a provision to accommodate its 600 officials.

9) IOC to buy 10% stake in Petronas’ LNG project for $900 mn: Indian Oil Corp, the nation’s largest oil firm, will buy Malaysian firm Petronas’ 10 per cent stake in a shale-gas assets and liquefied-natural-gas (LNG) project in British Columbia for $900 million. The acquisition of stake in Progress Energy Resources Corp for 1 billion Canadian dollars ($900 million) mark IOC’s maiden entry into North America.

Please remember the following:
PHOTO – A recent and sharp Photo of Applicant in color of Passport size is to be uploaded. Do not sign on the photograph and do not get the photograph attested. A soft/scan copy of photo is to be Uploaded in jpg/jpeg format of size not more than 20KB. Applicant's Photo shall be used for the official record and during the Examination process. In case there is a variation in the Photograph at the time of Examination in Paper I/II candidate is not allowed to take the
examination.

SIGNATURE– Signature of Applicant. A sharp scanned copy of recent Signature is to be Uploaded in jpg/jpeg format of size not more than 10KB. The Applicant's signature shall be used for the official record and during the Examination process. In case there is a variation in the Signature at the time of Examination in Paper I/II candidate is not allowed to take the examination.

Step 5: Select Photo and Signature and click Upload button. If you follow the correct specification a message showing successful upload of Photo & Signature will come.

Step 6: Now you will again come to the earlier page where details have been entered. Now click on "Preview" button available near "Upload Photo/Sign" button. When you click on that, a sheet showing the details you entered along with your Photo and Signature will appear. If he/she wants to change, he can go back and make required changes and Save once again. He/she can once again see Preview and only after he/she is satisfied can finally presses SUBMIT button.
It is mandatory for the applicant to see that his/her PHOTO & SIGNATURE are seen with good clarity and fits into the boxes given in the PREVIEW. If PHOTO / SIGNATURE are found to be blurred or smaller /bigger than the box at the later stage its application & his/her candidature will be cancelled without any communication and no FEE will be refunded.

Step 7: If all details are correct now it is time to submit the application. Click on Submit button.

Step 8: This button finally saves the application. Please note that no changes in the Application Data will be permitted after this stage. Applicant is Prompted with the message “Registration has been done successfully” and (a Unique) Registration Number is generated for the application. This Registration Number along with a Password is sent to applicant’s email ID and also through a SMS on Applicant’s Mobile for future login and references. If applicant is not getting email, please check the Junk email/ SPAM too in the email account.

Step 9: After successfully submitting the application, the following LOGIN page will appear. You can log in using the Registration Number and Password provided.


Step 10: On successful LOGIN the following page will appear where he/she finds the links PRINT CHALLAN TO PAY FEE, CHECK PAYMENT STATUS & PRINT REGISTRATION SLIP.


Step 11: Click on Print Challan to generate challan for payment of fees. On clicking link for “PRINT CHALLAN TO PAY FEE” applicant generates FEE Challan needed to pay FEE. It has to be printed using a Laserjet or Inkjet printer ONLY on an A4 size sheet. The screen shot of the challan is shown below.
 
Step 12: Go to ePayment Post office to Pay Fee. (Click Here to see name of ePayment Post Offices). Applicant is required to carry hardcopy printout of FEE CHALLAN (Three copies one A4 sheet) to one of the ePayment Post Offices and pay FEE in CASH. The sheet contains Three copies of challan. Two copies will be collected by the Counter and applicant can retain Applicant’s Copy for future reference. On payment of FEE in CASH Applicant will get a paper RECEIPT which is also to be retained for future reference. Before leaving Counter, Applicant is required to match Registration details printed on the RECEIPT with FEE CHALLAN for its correctness.

Step 13: Login and Check payment status. For checking the “Payment Status” Applicant is to LOGIN after 3 days. If your payment till then has not been reflected in the Registration System, to do enquiry applicant can send a query on the email ID helpdesk.dopexam@gmail.com. If Payment Status is “Paid” you may proceed to next for printing of Registration Slip.

Step 14: Print Registration Slip. On getting status of “You have PAID the FEE”, applicant is required to print REGISTRATION SLIP for future reference.
