National
1) Centre, States asked to provide 3% reservation in govt jobs to disabled persons: Supreme Court today directed the Centre and all state governments to provide three per cent job reservation to disabled persons in all their departments, companies and institutions. A bench headed by Chief Justice P Sathasivam also clarified that the principle of not exceeding more than 50 per cent reservation would not be applicable while granting quota for disabled persons.

2) CBI decides to close probe in DA case against Mayawati: CBI has decided to wind up its probe in the disproportionate assets case against BSP supremo Mayawati after receiving legal opinion on the Supreme Court orders on the issue.

3) Government is investing heavily in science and technology during the Twelfth Plan period and it has drawn up an ambitious agenda, according to K. Kasturirangan, the eminent space scientist and a member of the Planning Commission.

4) Bihar govt raises DA by 10 per cent: Bihar government today hiked dearness allowance (DA) for its employees by 10 per cent. The decision to raise the DA was taken at a meeting of state cabinet presided over by Chief Minister Nitish Kumar.

5) Apex court asks Election Commission to install paper trail in EVMs: Supreme Court today directed the Election Commission to introduce in a phased manner a paper trail in EVMs for the next general elections in 2014, saying it will ensure free and fair polls.

6) Cabinet approves Bill to give statutory status to UIDAI: Cabinet has approved official amendments to the UIDAI Bill. The Bill seeks to provide statutory status to UIDAI and legal stature to the Aadhar number. The National Identification Authority of India Bill, 2010 will be brought for consideration and passage in the Rajya Sabha during the winter session. The Bill has been pending in the Upper House for over two years.

Economy/Banking
1) LPG price may go up by Rs 3.50 a cylinder: Domestic cooking gas (LPG) rates may soon go up by almost Rs 3.50 a cylinder in case the government accepts a recommendation for increasing the commission paid to dealers by over 9 per cent.

2) Moody’s assigns ‘Baa3’ rating to Bharti Airtel: Global credit rating agency Moody’s has given ‘Baa3’ rating to Bharti Airtel, saying that this is underpinned by receipt of strong and growing cash flows from its Indian operations. The Baa3 rating means the entity is medium-grade and subject to moderate credit risk and has an acceptable ability to repay short-term obligations.

3) SBI chief rules out cut in lending rates: State Bank of India’s new chief on Tuesday ruled out any cut in lending rates despite the Reserve Bank of India’s announcing liquidity easing measures.

4) Finance Minister P Chidambaram will leave for the US on Tuesday to attend the annual meeting of the IMF and the World Bank. The world leaders will deliberate on prevailing uncertainty in global economy. Discussions will also focus on the much-awaited quota reforms that will benefit emerging economies including India. Reserve Bank Governor Raghuram Rajan and Economic Affairs Secretary Arvind Mayaram, among others, will also be attending the annual meetings. The visit comes against the backdrop of external sector pressure with the country's foreign exchange reserves dipping by over 15 billion dollars since March 2013 to 276 billion dollars as on September 27.

International
1) Woody Allen halts film release in India over anti-smoking ads: Woody Allen stopped his film Blue Jasmine from being screened in India because he objected to anti-tobacco adverts being inserted into smoking scenes, media reports said on Tuesday.

2) EU parliament clears way for stricter tobacco rules: European Parliament has agreed to move forward with stricter tobacco rules, setting the stage for negotiations with EU governments.

3) Iran won’t unblock Facebook, Twitter: Official:- Iran does not plan to unblock Facebook and Twitter for the general public even if some top government officials use it, the minister of telecommunications and information technology said today.

4) Record 76 countries enter race to win Best Foreign Film Oscar:  A record 76 movies have been submitted for the foreign language Oscars including first-time entries from Saudi Arabia and Montenegro. The Oscar nominations will be announced on January 16. The 86th annual awards will be presented on March 2 in Los Angeles.

5) IMF cuts India’s GDP growth to 3.8% this fiscal: International Monetary Fund (IMF) has lowered the growth projection for India to 3.8 per cent in 2013-14. This is sharply lower than the 5.6 per cent growth projection it had made in July.

6) FinMin expects FY’14 growth at around 5.5%:  Finance Ministry expects the economic growth in the current fiscal to improve to 5.5 per cent from 5 per cent last year on back of likely pick up in agricultural output on account of good monsoon rains.

1) Apex court allows N. Srinivasan to take charge as BCCI President:  Supreme Court today allowed N. Srinivasan to take charge as BCCI President. The apex court has set up a probe panel headed by former Chief Justice of Punjab and Haryana High Court Mukul Mudgal to inquire into the allegation of betting and spot-fixing in IPL.

2) Indian cyclist Deborah on 7 October 2013 won a gold medal in the women’s junior individual sprint at Asian Cycling Confederation (ACC) Track Asia Cup in Thailand.

3) International Cricket Council has announced that the final stages of the ICC World Twenty 20 Qualifier 2013 will be held at Zayed Cricket Stadium in Abu Dhabi.

World Post Day is celebrated each year on 9 October, the anniversary of the establishment of the Universal Postal Union (UPU) in 1874 in the Swiss capital, Berne. It was declared World Post Day by the UPU Congress held in Tokyo, Japan, in 1969.

Awareness
The purpose of World Post Day is to create awareness of the role of the postal sector in people’s and businesses’ everyday lives and its contribution to the social and economic development of countries. The celebration encourages member countries to undertake programme activities aimed at generating a broader awareness of their Post’s role and activities among the public and media on a national scale.

New products and services
Every year, more than 150 countries celebrate World Post Day in a variety of ways. In certain countries, World Post Day is observed as a working holiday. Many Posts use the event to introduce or promote new postal products and services. Some Posts also use World Post Day to reward their employees for good service.

In many countries, philatelic exhibitions are organized and new stamps and date cancellation marks are issued.  The computer — your Virgil in the world of atoms
Chemists used to create models of molecules using plastic balls and sticks. Today, the modelling is carried out in computers. In the 1970s, Martin Karplus, Michael Levitt and Arieh Warshel laid the foundation for the powerful programs that are used to understand and predict chemical processes. Computer models mirroring real life have become crucial for most advances made in chemistry today.

Chemical reactions occur at lightning speed. In a fraction of a millisecond, electrons jump from one atomic nucleus to the other. Classical chemistry has a hard time keeping up; it is virtually impossible to experimentally map every little step in a chemical process. Aided by the methods now awarded with the Nobel Prize in Chemistry, scientists let computers unveil chemical processes, such as a catalyst’s purification of exhaust fumes or the photosynthesis in green leaves.

The work of Karplus, Levitt and Warshel is ground-breaking in that they managed to make Newton’s classical physics work side-by-side with the fundamentally different quantum physics. Previously, chemists had to choose to use either or. The strength of classical physics was that calculations were simple and could be used to model really large molecules. Its weakness, it offered no way to simulate chemical reactions. For that purpose, chemists instead had to use quantum physics. But such calculations required enormous computing power and could therefore only be carried out for small molecules.

This year’s Nobel Laureates in chemistry took the best from both worlds and devised methods that use both classical and quantum physics. For instance, in simulations of how a drug couples to its target protein in the body, the computer performs quantum theoretical calculations on those atoms in the target protein that interact with the drug. The rest of the large protein is simulated using less demanding classical physics.

Today the computer is just as important a tool for chemists as the test tube. Simulations are so realistic that they predict the outcome of traditional experiments.

François Englert and Peter W. Higgs are jointly awarded the Nobel Prize in Physics 2013 for the theory of how particles acquire mass. In 1964, they proposed the theory independently of each other (Englert together with his now deceased colleague Robert Brout). In 2012, their ideas were confirmed by the discovery of a so called Higgs particle at the CERN laboratory outside Geneva in Switzerland..

The awarded theory is a central part of the Standard Model of particle physics that describes how the world is constructed. According to the Standard Model, everything, from flowers and people to stars and planets, consists of just a few building blocks: matter particles. These particles are governed by forces mediated by force particles that make sure everything works as it should.

The entire Standard Model also rests on the existence of a special kind of particle: the Higgs particle. This particle originates from an invisible field that fills up all space. Even when the universe seems empty this field is there. Without it, we would not exist, because it is from contact with the field that particles acquire mass. The theory proposed by Englert and Higgs describes this process.

On 4 July 2012, at the CERN laboratory for particle physics, the theory was confirmed by the discovery of a Higgs particle. CERN’s particle collider, LHC (Large Hadron Collider), is probably the largest and the most complex machine ever constructed by humans. Two research groups of some 3,000 scientists each, ATLAS and CMS, managed to extract the Higgs particle from billions of particle collisions in the LHC.

Even though it is a great achievement to have found the Higgs particle — the missing piece in the Standard Model puzzle — the Standard Model is not the final piece in the cosmic puzzle. One of the reasons for this is that the Standard Model treats certain particles, neutrinos, as being virtually massless, whereas recent studies show that they actually do have mass. Another reason is that the model only describes visible matter, which only accounts for one fifth of all matter in the cosmos. To find the mysterious dark matter is one of the objectives as scientists continue the chase of unknown particles at CERN.

1) 2013 Nobel Prize in Physiology or Medicine: The 2013 Nobel Prize in Physiology or Medicine was jointly awarded to James E. Rothman, Randy W. Schekman and Thomas C. Südhof for their discoveries of machinery regulating vesicle traffic, a major transport system in our cells. James Rothman and Randy Schekman are from America whereas Thomas Suedhof is from Germany.

2) India successfully test-fired Prithvi-II missile: India today successfully test-fired its indigenously developed nuclear-capable Prithvi-II missile with a strike range of 350 km from a test range at Chandipur near Odisha. The surface-to-surface missile was test-fired from a mobile launcher in salvo mode from launch complex-3 of the Integrated Test Range (ITR) at about 9.14 a.m., Defence sources said.

3) Ratan Tata inducted into National Academy of Engineering in US: Leading industrialist Ratan Tata has been inducted into the prestigious National Academy of Engineering (NAE) in the US for his outstanding contributions to industrial development in India and across the world.

1) Arundhati Bhattacharya is new chief of State Bank of India (SBI): Arundhati Bhattacharya is the new chairperson of State Bank of India. Bhattacharya becomes the first woman chief of India’s largest bank. Previously, she was Managing Director and Chief Financial Officer of the bank. She will hold the post until March 2016.

2) Punjab National Bank (PNB) has a new Executive Director in Gauri Shankar. Prior to this elevation, Shankar was a General Manager at Bank of India Head Office in Mumbai.

2) World Bank cuts E. Asia growth forecast to 7.1%: World Bank today lowered its 2013 growth forecast for East Asian developing countries to 7.1 per cent and warned that a prolonged US fiscal crisis could be damaging to the region.

3) Pakistani Taliban vow to attack Malala Yousafzai again:  Pakistani Taliban on Monday said schoolgirl campaigner Malala Yousafzai had "no courage" and vowed to attack her again if they got the chance.

4) Former Supreme Court judge C.V. Wigneswaran was on Monday sworn in the first chief minister of Sri Lanka’s northern province, most of which was under LTTE's control for nearly 30 years. --> Americans James Rothman (Yale), and Randy Schekman ( University of California) and German-born Thomas Sudhof ( Stanford University) have been awarded the world's top medicine prize for discovering the molecular principles that govern how this cargo is delivered.

Summary
The 2013 Nobel Prize honours three scientists who have solved the mystery of how the cell organizes its transport system. Each cell is a factory that produces and exports molecules. For instance, insulin is manufactured and released into the blood and chemical signals called neurotransmitters are sent from one nerve cell to another. These molecules are transported around the cell in small packages called vesicles. The three Nobel Laureates have discovered the molecular principles that govern how this cargo is delivered to the right place at the right time in the cell.

Randy Schekman discovered a set of genes that were required for vesicle traffic. James Rothman  unravelled protein machinery that allows vesicles to fuse with their targets to permit transfer of cargo. Thomas Südhof revealed how signals instruct vesicles to release their cargo with precision.

Through their discoveries, Rothman, Schekman and Südhof have revealed the exquisitely precise control system for the transport and delivery of cellular cargo. Disturbances in this system have deleterious effects and contribute to conditions such as neurological diseases, diabetes, and immunological disorders.

** Arundhati Bhattacharya Monday took over as the new chairperson of the State Bank of India (SBI).

** She is the first woman to be appointed to the top job at the country's largest lender.

**Prior to her elevation to the top job, 57-year-old Bhattacharya was managing director and chief financial officer of SBI.

** She succeeds Pratip Chaudhuri who retired Sep 30.

**"Arundhati Bhattacharya assumed charge as chairperson of State Bank of India on Oct 7, 2013," SBI said in a statement.

**Bhattacharya joined SBI as a probationary officer in 1977.

** During her 36-year tenure at the bank she has held a number of important positions, including those of deputy managing director and corporate development officer, chief general manager (Bangalore Circle) and chief general manager (New Businesses).

** She also headed SBI Capital Markets Ltd, a subsidiary of State Bank of India and had a stint in the BankA's New York office where she was in charge of monitoring branch performance, overseeing external audit and correspondent relations, SBI statement said.

**"She has also played a pivotal role in setting up three of the latest subsidiaries of the Bank viz. the General Insurance Subsidiary, the Custodial Subsidiary and the SBI Macquarie Infrastructure Fund," it said.
